that Hanoi would accept a total:i
U.S. withdrawal without insisting
on the overthrow of Thieu as a
prior condition for any settlement.
Thuy said yesterday the Unitedl
States would have to withdraw not
only its military personnel, but all
its war material from South Viet-
nam. thus virtually disarming the
South Vietnamese forces. McGov-1
ern said Thuy told him Hanoi was
ready to drop the demand for re-
moval of American arms.
Thuy also insisted that American
bases in South Vietnam would;
have to be dismantled, another
point on which McGovern said
Hanoi was prepared to give way.
And Thi's speech revived the old
demand that American prisoners
would only be released if Viet
Cong "patriots" held by the Sai-
gon government were also freed.
