From Wire Service Reports The State Board of Education voted Tuesday to submit six plans for desegregating Detroit area schools, expressing no preference for any of the plans. The move was made in response to an earlier order issued by Federal District Court Judge Stephen Roth. It was spec- ulated that the board was attempting to turn away white suburban anger by "passing the buck" to the judge. Meanwhile, Robert Griffin (R-Mich.) has asked Atty. Gen.
