Fe th Detroiter killed in drug raid By KEVIN ROSEBOROUGH An Ann Arbor police officer, caught in a situation demanding a split-second decision, shot and killed a 28-year-old Detroit man during a drug raid early Wednesday morning in Ypsilanti. The victim, Lesvah Pugh, was hit with a single shotgun blast in the upper chest after he dove out of a second-story townhouse window at 739 S. Mansfield St. on Ypsilanti's south side, state police said. PATROLMAN JOHN Francis fired the shot after Pugh ran from the residence, when undercover police raided the townhouse, police said. Several packets of "decks" of suspec- ted brown Mexican heroin were repor- tedly fished out of the townhouse's toilet. Autopsy reports indicate that Pugh's aorta was severed, resulting in near- instant death, police said. The incident is currently under in- vestigation by the Washtenaw County Prosecutor's Office. Assistant Prosecutor Lynwood Noah said in his preliminary assessment of the case, that Francis had to react quickly to the situation. "AS THE other officers went to the front door, Francis was going around the rear," Noah said. "With the lighting the way it was, he was in a shadowy' area. In his statement, Francis in- dicated that he heard glass breaking, then a 'thud'. He said he then saw Pugh running away. He reported that he said 'halt', and Pugh turned toward him." "He (Francis) felt threatened and he fired," Noah said. He added no weapon was, found in Pugh's possession or near his body. However, a pair of nailclippers "three or four in- ches long," were found near Pugh, Noah said. "AT THIS point we're just waiting for all of the evidence to be assembled," Noah said. "We are waiting for reports from the Ann Arbor Police, the Ypsilan- ti Police, the State Police, the crime lab, and the autopsy protocol. Our of- fice is looking into any possible wrongdoing in this case. The matter will be fully investigated - but we have to have all the facts." Francis, who was working under- cover with the Washtenaw Area Nar- cotics Team (WANT), has been reassigned to other duties. Noah said several persons were taken into custody following the raid, but all have since been released. League to oppose mall- plan1s for Ingalls.
