Segregation persists in schools

Minority figures stable;
number of blacks falls

WASHINGTON - Twenty-five years
after the Supreme Court outlawed
racial segregation, almost half the
minority students in the United States
still attend segregated schools, the
Commission on Civil Rights reported
yesterday.
The report by the independent com-
mission urged President Carter and
Congress to take stronger action to en-
force the 1954 Supreme Court decision
stating that racial segretation was un-
constitutional.
THE COMMISSION said 46 per cent,

or 4.9 million black, Hispanic, Indian
and other minority students attend
schools in at least moderately
segregated school districts in the
United States.
The most severe segregation was in
the major cities of the eastern and cen-
tral states, where 65 to 68 per cent of
minority students are in segregated
school districts, it said.
Minority-group students now com-
prise more than 80 per cent of
enrollments in Detroit public schools,
and initial reaction to desegregation.
"was not as adverse as many had an-

ticipated," the Commission reported
yesterday.
COMMISSION Chairman Arthur S.
Flemming, insisting that public support
continues to exist for school
desegregation, charged that Congress
has significantly weakened the school
desegregation effort 'by attaching an-
ti-busing riders to the Labor-HEW ap-
propriations bills."
The commission's report asked
Congress to reject any new anti-busing
amendments and instead to provide
funds to encourage "voluntary
metropolitan" school desegregation
programs.

MSA discusses minority funding

campus has declined from 9.5 per cent
in Fall, 1977 to 9.3 per cent this year.
BLACK ENROLLMENT on the Ann
Arbor campus declined to 6.3 per cent
this year, the lowest figure since the
annual report was first compiled in
1972. The percentage of Hispanic
Americans also declined from last
year's 1.3 per cent to 1.2 per cent.
In relative terms, the Native
American population at the University
increased substantially. This year,
Native Americans comprise .4 per cent
of the total University population, com-
pared to last year's figure of .2 per cent.
Asian American enrollment reained
the same at 1.4 per cent this year.
The report also includes a study
which describes the status of fhose
students who were expected to
graduate in 1979. This study, presented
for the first time this year, reveals that
disenrollment ratios ,for blacks,
Hispanics and Native Americans (42.7,
46.3 and 68.0 per cents respectively)
were significantly higher than those of
whites and Asian Americans (25.9 and
26 per cent respectively).
NATIVE Americans had the highest
disenrollment ratio at 69 per cent.
Blacks had a disenrollment ratio of 42.7
per cent, and Hispanics had 46.3 per
cent disenrollment compared to white

ALSO AT THE meeting, a resolution
was passed commending Architecture
school representative Richard Pace for
his work on negotiating with University
administrators in securing funds for ex-
tension of North Campus bus runs.
The assembly also discussed appoin-
ting a representative to a committee to
discuss and review freedom of speech
guidelines approved by the Senate
Assembly Committee on University
Affairs (SACUA) in 1977 in light of the
recent incident on campus where

students allegedly disrupted the speech
of Israeli Foreign Minister Yigal Allon.
After some discussion about the
needs of -the Literary College Student
Government (LSA-SG) in the incident,
MSA representative Jim Sullivan was
appointed to be a member of the com-
mittee to reivew the guidelines. Interim
President Allan Smith had asked that
MSA name a student member to the
committee, which include one student,
one faculty, and one administration
representative.
Also at the meeting, various dorm
government presidents were given a
chance to speak.

Americans and Asian Americans who
had disenrollment ratios of 26 and 25.9
respectively.
Dr. English, Associate Vice-
President for Academic Affairs said
about theattrition study, "It doesn't
exactly tell what happened to the
students. The next effort will be to get
more definitive answers on why these
students disenroll."
In addition to presenting statistics on
minority enrollment and attrition, this1
year's report describes the University's
new minority recruitment and reten-
tion efforts.
INTERIM University president Allan
Smith says he feels that improvement
of supportive services for minorities is
an important goal. "If we're falling
short on that aspect, (supportive ser-1
vices) I would like to remedy that. It ist
a great waste of effort to bring peopleI
here and not retain them."t
Black Minority Student Services,
Counselor Richard Garland also men-.
tioned the imporitance of a supportivea
environment. "The drop we are now
seeing in enrollment is indicative off
widespread attitudes that are now
prevalent. If we are to continue to not
provide a supportive environment, thet
enrollment will continue to decline. Yout
can't really expect blacks to remain if
tpey are not wanted," Garland said.
Commenting on the declining black
enrollment, Winston Lang, executive
director of the National Association for
the Advancement of Colored People inn
Detroit, said, "When minority
programs were first initiated at the
University. of Michigan, there were t
quite a few minorities waiting to get in.e
This supply has probably been b
exhausted now."
Lang also said economic reasons
prevent many minorities from atten- h
ding the University. "Many financial N
aid programs have been reduced by them
federal government. And as the gaps w
between the 'haves' and the 'have-nots' n
increase, minorities, many of whom
are 'have-nots', cannot compete," he m
added.-
