MOSCOW (Reuter) - Soviet Presi-
dent Leonid Brezhnev last night warned
the United States to refrain from "gun-
boat diplomacy" in the Middle East and
told Israel to withdraw from occupied
Arab territories before it was too late.
Brezhnev was speaking at a Kremlin
dinner for visiting South Yemeni head
of state Abdul-Fattah Ismail.
Earlier, the 72-year-old Kremlin chief
was at Ynukovo Airport to welcome the
Arab leader, his first public appearan-
ce in more than two weeks. Rumors
surfaced last week that Brezhnev was
dead or suffering from a severe illness.
In his banquet speech, Brezhnev said
the Middle East situation was
dangerous because of "the stubborn
refusal of the Tel Aviv rulers and their
external patrons to heed the voice of
reason."
"It is high time to understand that
Israel can count on a secure existence
within its 1967 borders only if it with-
draws from all Arab lands captured by
it since then and stops obstructing the
implementation of the national rights of
the Arab people of Palestine, including
the right to set up their own indepen-
dent state," he said.

"Time does not wait, and if anyone
entertains hopes that time is working
on Israel's side, they are wrong.
Without mentioning the United States
directly, Brezhnev warned Washington
that plans for a quick-reaction military
force to protect American oil supplies
in the Middle East were doomed to
failure.
"They are also wrong who think they
will succeed by means of a brand new
'quick reaction corps," this purely im-
perialist venture, in compelling the
Arab countries to surrender their
inalienable right to manage their
national wealth," he said.
