DETROIT (UPI) - The United Auto
Workers union rushed yesterday to
design a scheme of contract con-
cessions for Chrysler Corp., hoping to
convince the federal government of its
willingness to aid the struggling firm.
UAW President Douglas Fraser
declined to specify the type of relief the
union is considering.
"IT'LL DEVIATE from the Ford and
GM agreements," Fraser said.
The union has said it will excuse
Chrysler from some portions of the ex-
pensive auto industry contract set-
tlement signed earlier this year at
General Motors Corp. and reached ten-
tatively at the Ford Motor Co.
Those contracts are estimated to in-
crease overall compensation by 33 per
cent and boost labor costs from ap-
proximately $15 to $20 an hour after
three years.
FRASER SAID the union's wish to
come up with a contract offer quickly
was motivated by the opening of
Congressional hearings this week on
federal aid for Chrysler.
Chrysler Chairman Lee Iacocca is
scheduled to appear before a House
committee today while Fraser and
UAW Vice President Marc Stepp, head
of the union's Chrysler Department,
plan to testify tomorrow.
With the presentation, of the union
contract offer - a reversal of the nor-
mal bargaining procedure - Iacocca
will be able to assure Congress that
"We in fact did take into account the
plight of the corporation," Fraser said.
Chrysler currently is revising its
original request for $1.2 billion in
federal loan guarantees to keep its
retooling programs going until 1981,
when it expects to make a profit.

language as communication and
language as an evaluation of human
worth,' said Pietras.
HE POINTED out that. it is the
decoding error and not the dialect shift
which creates a reading problem for
speakers of Black English. This occurs
when the student reads something the
way he would pronounce. it, and that
changes the meaning. A dialect shift is
when the student reads the way he
speaks but it doesn't change the
meaning.
Pietras added there are no books
which instruct how to correct this
problem, and there is "absolutely no
evidence that a dialect speaker suffers
comprehension loss in learning to
read."
Three workshops will be followed by
a day-long session on January 15, 198
to be conducted by two experts in ap-
plied linguistics, Dr. William Hall and
Dr. Roger Shy. The workshops will con-
clude with a session designed to have
participants develop their own teaching
strategies and exercises to be used in

reading instruction of speakers of
Black English.
The program will then enter a
monitoring stage with frequent interac-
tion among teachers, District
Language Arts Consultants, and out-
side resource persons.
