He said news organizations focus atten- tion on his defeats and play down his victories. And he said the polls them- selves may not be accurately measuring positive feelings toward him because they don't count "fair" as a positive rating. "Where I come from, which is south- west Georgia . . .if somebody says 'I think he's doing a fair job,' that is a high approbation," the president said. IN THE MOST recent Associated Press-NBC News poll, only 19 per cent of the public gave Carter a good or ex- cellent rating. The poll was conducted Sept. 10-11. Forty-nine per cent of those surveyed rated the president's work "only fair" and 30 per cent said it was poor. Two per cent indicated they were not sure. The exact wording of the question was: "What kind of a job do you think Jimmy Carter is doing as President? Do you think he is doing an excellent job, a good job, only a fair job or do you think he is doing a poor job?" "I WOULD like to have a 75 per cent favorable rating, that would be very nice," Carter said of the polls. He added that polls are "a guideto how the public feels, but, I think, of very relatively little significance about the outcome of an election that might be held next year." Carter has not yet announced his candidacy for re-election. But during a political visit to Columbia, S.C., on Thursday, Rosalynn Carter said the president had set a date for the announ- cement. She did not reveal the date. IN HIS interview Friday, Carter said that "most of the decisions that have to be made by a president are unpopular ones." He cited his signing of the f support treaties relinquishing U.S. ownership of the Panama Canal and his energy policies. Carter also said he is "naturally" being held accountable for inflation. "Another thing' is that you have achievements that are not recognized," he said, adding: "The press - without criticizing the press - is not going to emphasize the successes." 737 N.
