In announcing his plans, Carter asked a Democratic Party rally whether they thought he should sign the measure. RESPONDING to cheers of approval, the President said, "I'll take your ad- vice. I've decided to sign the bill." The President had traveled to Florida on the last leg of a one-day campaign swing that had taken him earlier to Tennessee. Carter had been reported leaning toward signing the measure which earlier had been the object of many veto threats as it worked its way through Congress. Carter had ex- pressed special concerns with the bill's capital gains tax cuts and that it did not to sign provide enough breaks for lower- income wage earners. CARTER ALSO said at the political rally that he was hoping an Egyptian- Israeli peace treaty could be signed in December. "I pray that before Christmas I will be going to the Middle East to join in signing a peace treaty," the President said, adding, "It's not going to be easy to conclude the details of a peace treaty. I need your help, your support! and your prayers." Carter said he had "one of the greatest opportunities of any President" to help bring peace to the Middle East. He noted the negotiations on the final details of the treaty will resume in Washington today, and said Secretary of State Cyrus Vance will be working on the treaty almost full time. Somalis watchas 17 rebels executed NAIRBOI, Kenya (AP)-Thousands of Somalians watched as a firing squad executed 17 soldiers yesterday for their part in the unsuccessful attempt last spring to overthrow President Mohammed Siad Barre, Magadishu radio reported. "The executions were carried out by a firing squad formed by soldiers of the armed forces and were witnesses by thousands of people from all areas of Mogadishu," the broadcast said. THE NATIONAL Security Court con- victed the 16 officers and a corporal on September 12 for "offenses against the unity, independence and sovereignty of the state," the radio said. The :government has blamed "new imperialists hostile to Somalia" for the April 9 coup attempt. "New im- perialists" is the government's label for the Soviet Union and Cuba, which helped Ethiopia defeat Somali forces in the Ogaden war last summer. The attempt to overthrow Siad Barre, who himself came to power through a military coup in 1969, had been widely predicted by diplomatic observers who said Somali soldiers were embittered by their defeat in the Ogaden.
