George Mc Govern, (D-S.D.) said yesterday an $18.7 billion tax reduction awaiting President Carter's signature is "a disgrace to the human race," that will benefit the rich and corporate interests who, he charged, dominated the 95th Congress. McGovern, in a speech to United Auto Workers Union leaders, also panned the national energy bill as a "sellout to the oil companies," and said unless Carter and the Democrat-contrilled Congress begin living up to the party's 1976 plat- form, they could be in trouble in 1980. "PRESIDENT Carter said when he was a candidate, the tax system is a disgrace to the human race,," McGovern said. "Well, I'll tell you that this tax bill that we passed this week is a disgrace to the human race. "If the White House is going to hail the 1978 tax bill as a great step for social justice, they're just engaged in double talk. They're white-washing something that is of far greater benefit to the rich and powerful than it is the ordinary, working, middle-income tax- payer." McGovern said the bill gives 15 per cent of the tax benefit to the top two per cent income earners while 75 per cent of U.S. taxpayers, those who earn $20,000 or less, get less than a third of the tax break. He said increases in Social Security taxes beginning in January "will more than offset any benefits of the tax reduction that we voted into law." MCGOVERN SAID the energy bill, also passed in the final hours of the congressional session, will do little to meet the nation's energy needs but will add.hundreds of dollars to the average family's fuel bill. "It's a 75 per cent sellout to the d companies," McGovern said. He said failure to take""meaningfu' steps in tax reform, energy legislatic and labor lawe reform were evidence tj the "unresponsiveness" of Congress the needs of people. "This Congress has been more it fluenced by big business and by speci interests than any Congress in which have served over the last 20 years; McGovern said. "The record of Mr. Kelley's failures to champion the legal rights of our minority citizens.is dramatically shown in the hiring practices in Mr. Kelley's own office," Bransdorfer said. MR. Bransdorfer, a Grand Rapids attor- ney, said only six per cent of the em- ployees in the office of attorney general are minorities. Minorities compose 14.8 per cent of the state's population. Bransdorfer said Kelley's office has the fourth lowest percentage of minority employees among the state departments, HE SAID 10 of Kelley's attorneys are minorities, compared with 147 white at- torneys. "Mr. Kelley has been in of- fice for 17 years. We, in Michigan, can- not stand by any longer and watch the chief law officer of this state do nothing to vindicate the rights of our minority brethren."
