fight agOainst tax amendments;

The powerful United Auto Workers
union (UAW) has joined forces with the
AFL-CIO, the Michigan Education
Association (MEA), New Detroit and
some state politicians in an attempt to
defeat three tax reform amendments to
the state constitution on the November
ballot.
In announcing that it would oppose
the Tisch amendment, the Headlee
amendment, and the school voucher tax
plan, the UAW's political arm may'
mean that neither tax plan will be the1
confidentally predict.
THE UAW HAS over 600,000 mem-
bers in Detroit, the automotive capitol
of the world, and though union officials
are undr no illusions that union mem-
bers will blindly follow the execdtive
council's request that they vote down
the tax plans, they know UAW op-
position to anything still carries weight
in the state.
Already, the 95,000-member MEA
Teacher's Union has agreed to fight the
tax plans all the way to November 7,

their effort.
The UAW stated that none of the tax
limitation measures on the November
ballot would "provide the tax relief
most desirable" for workers. The union
labeled each scheme-Tisch, Headlee,
and the voucher plan-examples of a
"band-aid approach" and not "true tax
reform."
AT THE SAME time, the union came
out in favor of proposal A, a Michigan
Constitutional Convention (called Con-
Con) which would address the issue of
tax relief.
"We think there should be tax reform
in this state to make it fairer and more
equitable," said Sam Fisherman,
director of UAW-CAP (Community Ac-
tion Program). "We don't have any
illusions about it. Something has to be
done."
THE THREE controversial tax
plans, as they will appear on the
Michigan ballot, are:
" Proposition E, the Headiee
proposal. This plan would limit in-
creases in state spending to the current
level. And would prohibit localities
from adding taxes or increasing
existing taxes without voter approval.
Also, voters would have to approve all
city bond sales;
" Proposition J, the Tisch proposal.
This is a plan to cut back property tax
to 25 per cent of the assessed value of
the property (currently that tax is 50
per cent of the property's value). Also,
school districts could levy a 1 per cent
income tax hike-with voter ap-
proval-to make up revenue lost in the
cutback;
* The Voucher plan, Proposition H.
This plan would elminiate the present
system of using property taxes to
finance the school system. Instead, a
"general school taxation" would be
established, and parents of school
children will be given an educational
rebate to send their children to school.
Also, this plan states that the parents
coujd use that voucher to send their
children to either public or nonpublic
schools, an indirect way of aiding
parents of parochial school students.

"WHEN WE FIRST came to
the university, the atmosphere at
these gatherings was very different,
observed Sally Fleming, the president'
wife. "The kids weren't terribly excite
about being here.
"It was so bad that UAC (Universit
Activities Center) decided to cancel the
event altogether one year."
"It's hot," said one woman, clad in a
t-shirt which read: "I'm a good
girl ...sometimes'. "And sticky too,"
the woman added to the message on he
shirt.
"CAN YOU GET a draft in your
room?" asked Fleming, concerned.
"Yea, if you leave the door and win1
dows open," answered the woman.
Then there were the students aspiring
to positions in public television, who
had come to Fleming for advice.
"I'M GOING INTO public televi
sion," said one student..
"You probably know more about i
than I do," said Fleming, who will
become the head of CPB (The Cor-
poration for Public Broadcasting) in
January.
Fleming, however, deserves credi
for his ability to switch topics of con-
versation as quickly as the faces
changed before him.
"I'M TAKING MY LSAT's in a mon-
th,"said one woman.
"Has going to law school been a life
long ambition of yours?" asked
Fleming.
"Well, kind of," replied the woman
"I've been dating a law student for th
past few months."
