MSA joins opponents
of meal consolidation
LANSING (UPI) - Gov. William
Milliken and natural resources
officials yesterday unveiled a scale
model of a proposed toxic waste
disposal plant which may be in the
offing for southern Michigan.
Milliken said that if the legislature
authorizes the project - which could
cost $100 million - Michigan could
be the first state to develop a
comprehensive approach to the
disposal and tracking of toxic
substances.
This facility not only deals with
the health and environmental
challenges we face, but is a major
factor in our ability to attract and
hold business in Michigan," the
governor said.
"The inability to dispose of
industrial waste is an increasing
problem and it can relate directly to
retention of future jobs."
State officials believe a
government-cont'rolled waste
disposal plant is needed because
private firms, in some cases, have
allowed dangerous conditions to
exist.
IN ADDITION, several privately-
owned disposal sites in other states
have been closed to Michigan
companies seeking to dispose of
hazardous or industrial waste.
The governor's Office of Science
and Technology recently reported
that about 750 million pounds, of
hazardous waste are currently being
-stored at various areas throughout
the state, awaiting disposal, and
Michigan industries generate 4.8
billion tons of hazardous waste each
year.
The legislature already has
appropriated $200,000 for the first
phase of the site design and the DNR
is now contracting for that design.
PASSAGE OF the enabling
legislation to build the facility is
expected by the end of the year.
The governor's office said the
facility would be financed largely
through fees on firms which use it.
The facility likely would include a,
variety of processes for recycling
and disposing of dangerous wastes,
including an incinerator and burial
lots.

project would save money over the
years. 'Under the plan, dining areas
vacated in the affected dorms would be
converted to house more students,
adding approximately 100 rooms
throughout the hill dorms.

much of the community spirit of dorm
life would be lost if individual dining
facilities were replaced by the
complex. They also cite inconveniences
to some students who would have to
venture to the facility for each meal.
The matter was brought to the
attention of MSA by members of the
Student Coalition to Save University
Dining Systems (SUDS). SUDS
spokesman and Mosher Jordan
Resident Adviser Warren Thornthyte
urged the Assembly to adopt a
resolution condemning the plan and
advocating a negative vote by the
Regents on it.
MSA Member Avery Katz, however,
proposed MSA ask the Regents to delay
their decision for one month so more
student opinion could be gathered.
Many MSA members voiced their
approval to Katz's suggestion that a
one-day dorm meal service boycott be
used to influence the Regents.
"We have to persuade the Regento'

Thornthyte said his group would not
