Contract parole
LANSING (UPI)-Michigan's parole
contract program, which prison of-
ficials hoped would be a major
rehabilitation breakthrough when it
was started five years ago, was a flop
and has been abandoned.
The five-member Corrections Com-
mission voted to cancel the program
because rehabilitation experts found it
had no positive impact on prisoners or
parolees.
THE PROGRAM, begun here in early
1973, enabled prisoners to insure their
own early parole by fulfilling terms of a
contract drafted by corrections of-
ficials.
A convict entering prison was tested
and a tailor-made set of needs and ob-
jections was determined. If he wished,
the inmate could enter into a three-way
contract with the prison and parole
board under' which he promised to
stopped
complete a list of personal objec-
tives-such as completing high school
and attending counseling sessions.
If he kept his end of the bargain, the
inmate would be rewarded' by the
parole board with release on his
earliest possible parole date.
Nearly half those who signed contrac-
ts flunked out of the program-usually
because of misconduct. The program
cost an estimated $85,000 a year in
salaries.
