Chris Magnus, public relations coordinator for the Three O'Clock Lobby, said he will speak at a conference of the Michigan Licensed Beverage Association next week in Traverse City. Magnus claims that meetings with the University's HighwaySafety Research Institute and Secretary of State's statisticians have proven that the accident rate for people 18-20 years old is no higher than that of any other age group under 55. MAGNUS ALSO said he believes the ballot proposal is an indication that many people in Michigan would like the age of majority returned to 21. "They're trying to play upon the anti- youth sentiment in this state," Magnus continued. He cited the defeat in 1976 of a proposal that would have allowed 18- year-olds to run for legislature and reaction to the youth gang problem in Detroit as examples. "They believe the whole age of majority should be changed." Shepherd said that a survey conducted last week showed that Michigan citizens favor the proposal 3 to 1. "People were not rational in their reasoning for supporting the proposal," said Shepherd. "There is a hostility from older adults to young adults, starting at age 21. It's amazing," he noted.
