If the Legislature neither en- acts a tax program nor cashes the Veteran's Fund, the professor said, the state's ability to operate would depend 1) on the willing- ness of existing creditors to furth- er extend their credit to the state,1 and 2) expansion of the list of creditors to include state em- ployes.
