THE MICHIGAN DAILY League Sets Programs For Month The League Council's plans for December are many and varied. , A review on Van Gogh will be given at 7:15 p.m. Tuesday, De- cember 1, Ann Cromwell, '61, League special projects chairman, said. "We have usually given a book review," she commented, "but this year we decided on an art review for a change," The annual Christmas party for children of foreign students and their parents will be held at the League, December 12. James Davis, head of the International Center, will play Santa, distributing gifts and supervising games. A Christmas Sing, sponsored by tle League, will be held on the diag, 8 p.m., December 17. Carolers will include Jordon Hall, Lantern Night winner, Lambda Chi Alpha, IFC sing winner, the Pserfs, and the Michigan Glee Club. Unemployment Insurance Needs Reappraisal-Haber CLASSIFIED ADVERTISING Unemployment insurance pro-v grams in several industrial states, including Michigan, would have difficulty in weathering another business recession in 1961 or 1962, Prof. William Haber of the econ- omics department warned recent- ly. "It would be naive to assume we are immune from such a de- velopment," he told a Social Se- curity Conference. Prof. Haber, a member and former chairman of the Federal Advisory Council on Employment Security, called for a "vigorous. reappraisal" of the entire unem- ployment insurance system. "The need is urgent eto enact basic improvements in the feder al-state unemployment insurance system before another recession," he emphasized. These improvements should in- clude provision of at least 26 weeks of unemployment insurance. benefits for all those covered by the program, extension of bene- fits for employees with long, stable employment on a "sliding scale" to as much as 52 weeks, provision of public assistance to wage earoners who exhausted their unemployment insurance and the creation of a federal re-insurance program to help highly industri- alized states deal with unusually highly iridustrialized states deal with unusually high uneinploy- ment insurance costs during- re- cessions.
