Psyehologist ToG1ve Talk "Incentive in Rats" will be the topic discussed in a psychology col- loquium at 4:15 pam. tomorrow in Aud. B Angell Hall. Speaker for the colloquium is Prof. Frank Logan- of the Psy- chology Department at Yale Uni- versity. A committee to investigate Homecoming display procedures was established by Student Gov- ernment Council at their meeting Wednesday night. * This committee will make Sug- gestions to the Council for im- proving the methods of petitioning for displays and the general opera- tion of the Homecoming commit- tee. Assembly President Joan Comia- no, '61, in proposing the study com- mittee, pointed out the mix-up which occurred this year with re- gard to petitions which were ac- cepted before the scheduled time and in methods used in selecting which housing unit should receive permission to use an idea dupli- cated by several other groups. There has been much criticism of "prejudging" display ideas by the petitioning committee in de- ciding which early petitioners' ideas to accept and 'which to dis- qualify, Miss Comiano said. Cannot Appeal In case a group feels that it has been unfairly treated by the dis- play committee, there is no other body to appeal to except that com- mittee which made the error. Since Homecoming is the re- sponsibility of the Council, she continued, it is only right that the Council set up this study com- mittee to investigate the project. It will not attempt to adjust this year's procedure nor will it be en- tirely negative in its study of the illegal and inconsistent procedures of the past, Miss Comiano said. Favors Objectivity .... Union President Thomas Patter- son, '60, commented that stringent controls placed upon the chairmen of Homecoming committees would decrease their effectiveness and would hurt the entire project and F PROF.
