By PAUL FINCH Associated Press News Analyst CARACAS - Communist-back- ed terrorism in Venezuela grows more violent daily with the ap- proach of a milestone election for a new congress and a successor toj President Romulo Betancourt. The reason, government officials suspect is that the Communists want to prevent the election sched- uled Dec. 1 by provoking a mili- tary coup d'etat and a dictator- ship which Communists would hope to exploit. "This city guerrilla war is aimed at shaking the army belief in the ability of a democratic government to maintain law and order," says one Betancourt official. "Venezue- lan Communists are jealous of their brothers in power in Cuba and they want to imitate them. Want Power "Fidel C a s t r o started out against a dictatorship and the Venezuelan Communists want one too." Venezuelans in general would unite in resistance to a dictator- ship and the Communists would try to infiltrate and control the underground movement for event- ual total power, this official sug- gested. Venezuela has a long history of dictatorships. This election is to be the first in Venezuelan history for one democratically elected president to hand power to an- 'other. The first democratically elected president, Romulo Galle- gos, was removed by a 1948 mili- tary coup after seven months. Betancourt would be the first such elected president to finish his 5- year term. FALN Raids FALN, the terrorist paramilitary .organization styling itself Armed Forces of National Liberation, at- tacks somewhere almost daily. Mil- itary installations and officers' homes have been sacked and burn- ed by FALN gangs. The Caracas military hospital is a frequent target of rooftop snipers. FALN gangs have also weakened the confidence of some business- men in the efficiency of Betan- court's democratic regime by con- stant attacks on both Venezuelan and North American firms, main- ly in Caracas and Maracaibo, These figures do not include other millions of dollars lost from sabotage against refineries and crude oil pipelines of North Ameri- can petroleum firms which pay the Venezuelan government about $1 million annually in taxes and roy- alities. Slay Police Fifty Caracas policemen have been slain in terrorist ambushes in the last three years. The list of terrorist acts is endless. What is FALN? Betancourt se- curity officials say it consists of about 400 Communist and right- wing fanatics who are broken up into small cells for reasons of mobility and security. The interior ministry says FALN leaders in-; lude Gustavo Machado, a federal deputy and Communist secretary general, and Communist Senator Pompeyo Marquez., Both the Communists and their Marxist allies, the Movement of Revolutionary Left (MIR), have been forbidden to post congres- sional candidates under a 1962 de- cree. Outlaw Parties A Betancourt petition to out- law the two parties entirely is pending in the supreme court. A favorable court ruling would per- mit Betancourt to prosecute the congressmen he says are leading the FALN. Meanwhile, will FALN succeed in provoking an army coup? Dip- lomatic observers say the possi- bility always exists but they feel that it's unlikely. After all, vio- lence against Betancourt began in 1959 and has not toppled him yet. Nevertheless there are signs of unrest in the military. Defense Minister Antonio Bri- ceno Linares denied this. He says the armed forces will back de- mocracy and insure a successful election no matter ,who wins. He: says the entire armed forces will guard the polls on election day.
