Bhoard Asks Op inions on Delta Issue As a result of mounting criticism following its second refusal to au- thorize incorporation of a private senior college in the Saginaw Val- ley area, the State Board of Edu- cation has requested a formal opinion from the Attorney Gen- eral's Office. The board seeks clarification in two areas: 'a formal decision by the attorney general on the legal- ity of the Delta proposal; and whether the board should auto- matically approve a charter if legal requirements of the code applying to private educational corporations are fulfilled. Disagreement Disagreement on the latter point split last Thursday's vote on the Delta proposal for a charter. Board members Mrs. Cornelia Robinson and James O'Neil with- held their approval on the belief that the board has the right to investigate beyond the legal re- quirements into such areas as the overall educational scheme in Michigan and sufficiency of the proposed institution's standards. Meets Requirements Voting in favor of the proposal were State Superintendent of Edu- cation Lynn Bartlett and board member Frank Hartman who said that all legal requirements had been met by Delta supporters, and that board approval should there- fore be automatic. Merrill Knapp said recently. Of last June's senior class, 80 per cent reached such a decision before graduation, he added. "It seems to me that we must regard this as part of a nationwide trend toward more specialization, which requires additional train- ing," Dean Knapp said.
