One frequent source of friction between American officials an( Nhu even before the recent crisi was United States insistence o: having Americans keep check o: all expenditures and serve a watchdogs over the developmen of economic and political reforms. Financial Pressure With such machinery availabl it should not be too difficult t turn the financial screws on th Diem government if that can b accomplished without bringing o a new political crisis. Nhu survived the political crisi which arose over his government' crackdown on Buddhist opponent in spite of widespread reports tha the United States wanted him ou of the government and was pre pared even to back a military re volt if necessary. The revolt neve developed. The United States has 14,00 officers and men and is spendin at the rate of half a billion dollar a year in South Viet Nam. Quite a Bit This is an enormous investmer in a remote land but South Vie Nam is considered strategicall important because in a sense it : the stopper in- the bottle contain ing Chinese Communism in Asia. If the jug is opened the fear : that Red power would spill ou all over the ancient lands of Indo china and on into the West Indie toward Australia and New Zea land. The game is being played fC great stakes in the small counti of South Viet Nam. The ultimate sanction whic Kennedy has available is to re duce or even abandon military as sistance. Authorities here say tha somehow Diem and other leadei in South Viet Naze must be mad to understand this. Kennedy on his own might neve decide to use such an extremr measure. What is possible, admir istration officials say, is that process of disintegration in Sout Viet Nam could cause America popular opinion and congressions power to swing against continuin assistance. In that case, Unite States policy would ultimately b forced to reverse itself. In Asia the government of a country like South Viet'Nam can use the argu- ment that it is' so weak that its government will collapse and the Communists will win if United States aid is drastically cut.- Such weakness is, in fact, the greatest source of strength for Ngo Dinh 'Diem and his brother Nhu, the secret police chief. They know the United States cannot force a showdown which would destroy them without consequent- ly abandoning South Viet Nam to the Viet Cong forces backed by Communist North Viet Nam and China. Dilemma The problem for President Ken- nedy is to find means of pressure which can force reforms, perhaps even make Nhu's position unten- able, without wrecking South Viet Nam's political structure and open- ing the way for the Communists.
