THE MICHIGAN DAILY WEDNESDAY, JANE City Hall Promises New Era for Ann Arbor According to City Administrator Guy Larcom, the building will fill the city's needs until 1980. It has a capacity of ,270 employees but when opened will house only 140. One novel f'eature of the build- ing is a drive-in window where residents can pay all city bills and fines. At present only one such window has been installed but an- other can be put into service if needed. The basement of the hall has a dual purpose: to house various city offices and to serve as a fall- out-proof governmental center in the event of an emergency. Self-Sufficient The area has its own ventilating system, electric supply, and water source. It would house 140 govern- ment officials who would govern the city under the city's disaster plan. Surrounding the second floor is an open terrace accessible to the public from either Huron or Ann Sts. The terrace will be a modern version of the "town square," with benches and shrubbery decorating it. On the second floor are the council chambers, seating 140. In the event of a large audience, seat- ing capacity can be increased to 200 by removing a partition and seating people in the hall. House Departments The third, f fourth and fifth floors house the offices of city de- partments such as planning; public works and traffic engineering. The perimeter of these floors is used for clerical and drafting work while the central core serves as office space. Total cost of the building will be over $2.41 million, most of which came from a bond issue passed by the voters in November, 1960. The balance came from a Federal Gov- ernment contribution for the fall- out shelter and the sale of 70 parking spaces to the Off-Street Parking System. Department of Health, Education and Welfare official William A. Sheridan, State Police Commissioner Joseph A. Childs and law and social work professors. Sheridan will discuss "Legal Framework of the Juvenile Court and Related Welfare Services" in the opening program beginning at 9:00 a.m. Jan. 18. Prof. Eleanor G. Cranefield of the School of Social Work will speak on "Legal Responsibilities of Private Agencies." (Continued on Page 6) $350: SNCC Pair Carries Aid To Negroes Benjamin Taylor and Ivanhoe Donaldson left Ann Arbor Monday with 800 pounds of food and cloth- ing and $350 collected by the Ann Arbor Friends -of the Student Non- violent Coordinating Committee' for destitute Negroes in Mis- sissippi. The pair is returning to Clarks- dale, Miss., where they were ar- rested on a drug, charge two weeks ago after they had transported the first load of supplies collected by the Ann Arbor Friends of SNCC. They will also be bringing in goods collected in Lansing, Detroit and Louisville, Ky. Now out on bond, Taylor and Donaldson face arraignment today before the Clarksdale grand jury on the drug charge. Police claimed they were in illegal possession of barbiturates.
