Adopted: The following expression
of student opinion:
In, June 1961, over 66,670 students
who graduated from high schdol in the
upper 30 per cent of their class failed

to go to college primarily because of
lack of funds. (President Kennedy,
1962.)
The average cost of higher education
today-up nearly 90 per cent since 1950
-exceeds $1,750 per student per year,
while one half of all American families
have annual incomes below $5,600.

The future of this country lies in
the preparation of its citizens. That
preparation can best be achieved in the
field of education. The greatest need
of this country is better educated citi-
zens and qualified educators. To the
eid of fulfilling this need, Student
Government Council believes that the
following action by the Federal gov-
ernment. is necessary and justified:

That tax exemptions for students be
incorporated into the laws of this coun-
try, as follows:
A) For full-time unmarried students
an exemption of at least $1,800 in addi-
tion to that presently allowed; for full-
time married students, an exemption
of at least $2,400 in addition to that
presently allowed; for full-time married
students, with one or more children, an
exemption of at least $3,000 in addi-
tion to that presently allowed.
B) For part-time unmarried students
an exemption of at least $600 in addi-
tion to that presently allowed; for part-
time married students, an, exemption
of at least $1,200 in addition to that
presently allowed; for part-time married
students, with one or more children, an
exemption of at least $1,800 in addi-
tion to that presently allowed.
Mandate: The president to send cop-
ies of this resolution to the appropri-
ate congressional committees, the Mich-
igan congressmen, to the original au-
thors of the measure at the Milwaukee
Institute of Technology, and to other
persons he may deem n asesce yr.
