AA'r~.7, ."}77}r. }}.;:7. 0, IEIEtk By PHILIP SUTINv The governor's Commtitee on Legislative Reapportonment is in a state of limbo awaiting further le- gal and political development, Prof. Samuel Eldersveld of the po- litical science department, its chairman, indicated recently. He said that the committee, composed of six political scien- tists from the state's colleges and universities, have been mandated by Gov. John B. Swainson to con- sider specific reapportionment plans. Since United States Su- preme Court Justice Potter Stew- art stayed a Michigan Supreme Court order requiring reapportion- ment of the state Senate, the Legislature recessed and there has been no consideration of the mat- ter. The committee last met in Aug- ust to report to the governor that the 80 per cent population, 20 per cent area Senate apportion- ment formula .of the proposed constitution was contrary to the state Supreme Court decision which declared that the Senate shall be based on population with no seat representing more than twice as many people as any other district. Prof. Eldersveld said the com- mittee plans to meet this fall to consider future action and to re- view recent legal and political de- velopments.' The committee may also con- sider doing additional research into reapportionment beyond the governor's mandate to adivse him on plans, Prof. Eldersveld said.
