FROM THE NOR T HSI DE PRESS This un-syndicated column re- flects one aspect of the concern for current social and religious issues that is felt at Notrhside Presbyterian Church, which meets at the Phi Chi Medical Fraternity Building, 2250 Fuller Road, Ann Arbor. Another aspect of that con- cern may be observed in regular discussions of those issues follow- ing the 10:45 a.m. worship service of Northside Pres. to which the public is invited. (The Northside Presbyteian Church meets at 10:45 a.m. Sundays at the Phi Chi Medical Fraternity, 2250 Fuller Rd.) It may be quite difficult to identify exactly in some in- stances just who is and who is not a poverty-stricken individ- ual. For many of us middle- class people, the dividing line between poverty and solvency is extremely narrow; if some great calamity hit us-like a demand of full payment on all our bills this month-we would probably be wiped out. We speak of children as bless- ings, not calamities; but most likely the point where the peo- ple cross the line into poverty is when they receive "another mouth to feed." Certainly it would be cruel to attempt to legislate to a re- sponsible couple, already beset by severe financial restrictions, that the size of their family must be limited according to the size of their income. But on the other hand, can we not assume that many such couples would voluntarily limit the size of their families if they knew if and how this could be accom- plished? If a population control pro- gram were included in the President's Poverty Program, many might feel they were be- ing subtlely singled out for ex- tinction. A birth control pro- gram ougt to be aimed at all who need and want it. However, since there does appear to be a correlation between family size in low-income families and pov- erty, a family planning program of information and technical assistance ought to be made available as part of the war on poverty.
