"They say: we are uncultured, and I was un- der the impression we have a very good school district," he added. Another opinion expressed by a local resident is that "it's a matter of pride. I don't feel I can any longer go about holding my head up." One Ypsilanti Township resident who resents the grant said that "we work for what we get. I've had some hard times-I've been laid off and they even tried to put me on welfare once. But we don't need no handouts. We got our homes by getting our hands dirty and working," he said. Is Need Backers of the grant say that there is a need for it. A Superior Township resident who is a member of WRAND, de- clared that "this is a poverty area." She supports the WRAND pro- gram of community development and feels that its expansion, which will be financed by the federal money, can do nothing but good for the community. She is aware that the grant is "embarassing to some people," but said that they display "false pride" by their op- position to it. "They have what they want and don't want to help anyone else,", she said. "Some say their property values and pride are being hurt by the grant, but their property values and pride are already hurt by liv- ing in this area and not wanting to do anything to improve it," she added. Job Training The WRAND program for com- munity self-help includes finding employment and providing job training for youths who either drop out of or graduate from high school and have nothing to do. "WRAND could really help to bring out and put to good use all the talent that is being wasted here among these kids," she said. "There is a lack of recreation here-there is just nothing to do," she continued. She named this as the major reason for the com- munity's problems of illegitimacy, juvenile and adult delinquency, and the amount of drinking, which she describes "excessive." Rutherford agrees that "the grant is definitely needed." Can Do Good "The money can do good for old and young alike. It can give a new image to the community," he said. He added that he feels much of the opposition to the program and the grant is caused by confusion. "Roy Smith has an outdated phi- losophy of what constitutes pov- erty," Rutherford said. "People are 'poor' when they just don't seem to have quite enough," he said. Rutherford said that many of, the residents of the area work at the nearby automobile factories, and that this doesn't help the poverty situation in the area be- cause theirs can be such irregular work. "You can work for a time for six days a week and then be indefinitely laid off," he said. Ir- regular income from work like this contributes to the instability of the community, he said. WRAND President Gerald Foley echoed this opinion and said that "the factories are working now, so the houses in he Village are almost all in use. But there is nothing to insure this stability." He voices hope that the federal grant will provide some of the economic stability needed in the Village. Discussing the grant itself, Rutherford said that basically, the grant went to the University, and the funds will be channeled by the University into WRAND programs, The federal government should learn from the Willow Village ex- periment how not to write a pov- erty program, he said. Paternalistic Attitude "There is a paternalistic attitude on the part of certain individuals in the ILIR, but WRAND will con- tinue to run its own programs," Rutherford emphasized. "The people must be given a greater voice if they are to determine their destinies instead of outside groups and people telling them what to do," Rutherford said. "We don't see eye to eye on several issues with the ILIR, but I hope that ours will remain friendly dif- ferences," he added. Kornbluh has remained quiet throughout the controversy, but has argued that the working paper the ILIR drew up wasn't a factor in the decision to award the grant, an opinion which has been cor- roborated by the OEO. Aided Programs WRAND programs which will be aided by the grant include: -A survey to update the meager welfare and unemployment statis- tics now existing, and to discover what residents feel is needed in health and housing. -Conversion of WRAND's day- care center into a preschool nurs- ery. At present, the center cares for about 25 young children most of the day and is one of WRAND's+ most successful endeavors, Foley said. -Tutoring for school children and adult education. -A Job Opportunities and Eco- nomic' Development Center to open up jobs for those who need them. Counseling and training would also be provided. Continue Voluntary As a part of the self-help theory, all WRAND programs will con- tinue to be voluntary, Rutherford said. Smith attacks the self-help plans as "socialistic." An additional problem was add- ed to the controversy recently when WRAND Treasurer George Taylor resigned his position and leveled a blast at WRAND and its leadership. He accused Rutherford, and sev- eral others of running the WRAND program and attempting to run the entire community. Taylor said that the people of the Village "have never been told the facts about WRAND" and that they should know that "the homeowners' tax would be in- creased to maintain WRAND down through the years." He claimed that he knew noth- ing of the federal grant until it was announced in January by President Lyndon B. Johnson. Rutherford Reply Rutherford replied to Taylor's accusations by saying that much of what Taylor said was in error. Rutherford said that Taylor was in attendance at WRAND meet- ings last fall where the possibility of a federal grant was discussed, and that the members of WRAND were kept informed as to the status of the grant. "It is up to the government to levy taxes, not WRAND," Ruther- ford said. "We may ask for in- creased membership fees in the future in order to maintain the WRAND programs, but this would be up to the WRAND members, and their payment would be strict- ly voluntary," he added. He also re-emphasized that although working with the ILIR, WRAND will continue to run its own pro- grams. Adverse Comment Due to the amount of adverse comment that had been made about the federal grant, there was a rumor recently that it was being reconsidered in Washington. Malcolm Lovell, Jr., state poverty administrator, told a meeting of the University's Young Republi- cans that the Village project "is imperfect even though the concept behind it is valid." However, an OEO representa- tive, William R. Lawrence, said that the grant itself is not being reviewed and the planned program is "definitely going through. We still feel that it's an excellent demonstration project based on a community action program operat- ed through the residents them- selves." At the February meeting of the University Board of Regents, Vice- President for Academic Affairs Roger Heyns commented that "this project was carefully ad- ministered by the University be- fore it was admitted. Subsequent re-examination has cost no doubt on its importance and validity." Regent Eugene B.
