By The Associated Press MOSCOW-The Soviet Union in a sudden move yesterday canceled the annual track meet with the Americans in Los Angeles and the tour of the U.S. basketball team in Russia in protest of American participation in the Viet Nam war. The cancellation was disclosed in a dispatch by Tass, the official Soviet news agency. It said that athletes of the track and basket- ball teams had met Monday and decided not to participate against the Americans this year. In a resolution, the athletes condemned American actions in Viet Nam. The Russian men's and women's track team had been scheduled to leave yesterday morning for the United States and the meet in Los Angeles, scheduled for July 23-24. The American basketball team, which left for Europe Sunday night was booked to play in other East European countries and then start an eight-game tour in Rus- sia, July 25. An American men's and wom- en's swimming team, now com- peting in Warsaw, is scheduled to compete in Moscow this weekend. This meet will go on as scheduled. Meet director Glenn Davis said he was told by Col. Don Hull, executive director of the U.S. Amateur Athletic Union, that failure of the Soviets to fulfill their contract for the July 23-24 Koufax Faces McLain in 38th All-Star Game Sandy Koufax and Denny Mc- Lain have been named as the starting pitchers in today's All- Star game at St. Louis. Both Koufax and McLain will be making their first starting ap- pearances in the All-Star game. Koufax, the winningest pitcher in the major leagues with a 15-4 record, has pitched three innings in three All-Star games but has never drawn the starting assign- ment. McLain, holder of the best American League mark at 13-4, will be the youngest All-Star pitcher since Bob Feller worked in the 1939 game when he was 20. McLain is 22. When asked if the Poles would go to the United States an official of the Polish Track and Field As- sociation said, "I have no com- ment at this time." Such decisions as the two Rus- sian teams reportedly took are made in this country only with Communist party approval-and often at party instigation. Non-Communist observers saw the team's decisions as part of the overall Communist leadership's policy on Viet Nam rather than as the idea of the athletes.
