The students think that Ky has nothing new to offer the Vietna- mese people and therefore must be replaced. Delin added that op- inion differed only as to whether he should be removed by violent or non-violent means. Delin said that the students are united in their call for national elections as the only way to gain popular support for a social revo- lution. Only through popular elec- tions will the people be able to identify with the government, he explained Delin said the students feel that Ky paid only lip service to the social revolution at the Honolulu Conference inFebruary and really was not interested in it. Most students have no interest in negotiating with the National Liberation Front, Delin continued. The Buddhists explained that they would not negotiate because they feel that there is not at the present time a respectable govern- ment in Saigon to negotiate with the NLF, said Delin. For this rea- son national elections must first be held before there can be any talk of negotiations. Delin said that some students are opposed to negotiating with the NLF because they are violent anti-Communists. He explained that the students would find a Communist takeover distasteful because they, as the intellectuals of the country, would be the first ones on the "firing lines", Buddhists exercise tight control over the students, a fact that was admitted by Buddhist leaders. De- lin said as a result, much student opinion also reflects that of the Buddhists. Delin said that the students were "extremely frustrated and disillusioned, with no way to re- late to what they feel is an un- accountable government and a corrupt society." Sherburne said that in addition to assessing the feeling of South Vietnamese students, the.NSA del- egation hoped to make arrange- ments for a suitable exchange vis- it by South Vietnamese student leaders. This exchange trip will not be possible, Sherburne said, because the students "we would want to visit the U.S. won't be able to leave at this time." He said that the students felt that their own activities at this point were so important that they couldn't af- ford to leave the country and that the government was generallydun- willing to have any student dele- gation leave now because of the unstable political conditions."
