DETROIT (,P) -'An estimated 1,200 suburban teachers stayed away from their classrooms yes- terdaY as negotiators worked to end the walkouts and Gov. George Ronney pleaded for an early set- tlement of contract disputes Meanwhile, the Bay City Edu- cation Association voted unani- mously Tuesday night to "with- hold professional services" unless agreement is reached on a new contract with the Bay City School District by Sept. 6, the start of the 1966-67 school year. Bay City teachers are seeking a $5,700 starting salary for teachers with a bachelor's degree, and a maximum, after 12 years, of $9,405, The current salary schedule- calls for $5,000 to start and $7,900 t' after 14 years. New Offer Bay City School Supt. Elwin Bolley said the school board has offered a new salary of $5,350 for bachelor's degree holders.3 Teacher walkouts continued in suburban Wayne, Ecorse and Crestwood districts which enroll- 27,300 students in 45 schools. Negotiations broke off earlier this week in Bay City after an eight-hour session conducted by a state labor mediator. The medi- ator ended talks because of what he termed an impasse. A teachers' spokesman, James Janowicz, said the education asso- ciation's bargaining team would not be available for normal bar- gaining sessions during the sum- mer months because of summer job commitments. However, he said bargainers would be available to meet if there is any sign of a breakthrough in negotiations. 1n the west Michigan commun- ity of Portage, school board offi- cials said yesterday they have called in a state labor mediator to help bring a settlement in con- tract negotiations. Refuse Ratification The Portage Education Associa- tion has refused to ratify a new contract presented by the board May 16 and negotiations have been reopened. The board had offered a start- ing salary of $5,300 for bachelor's degree holders who now start at $5,000. The teachers' group has not announced its salary demands. In Midland, the board of edu- cation and negotiators for the Midland Education Association agreed Tuesday on a new salary A schedule, but continued negotia- tions in noneconomic areas. The salary schedule, still to be ratified by the teachers, calls for a minimum starting salary of $5,700 for bachelor's degree hold- ers with no experience. They presently receive $5,100. Teachers with a master's de- gree and 15 hours of additional study would receive a maximum of $10,214 compared to the present $9,002. Romney asked teachers Tuesday to end their work stoppages and come to agreement with school boards. But even while the governor was meeting in a three-hour ses- sion with representatives of op- posing teachers and school boards and administrators, striking Ecorse teachers picketed his office. Pickets Pickets representing the 194 teachers carried signs proclaiming "on strike" and demanding "qual- ity pay-quality teachers." "If we asked them to go back and submit to mediation, they would laugh in our face," said Harry Linne, president of the AFL-CIO Michigan Federation of Teachers, Which represents the Ecorse strikers. "One thing that is clear in the law is that teachers do not have the right to strike," Romney de- clared. "We are dealing with something a lot bigger than $' teachers here. "If teachers can do it (strike) what about policemen and firemen and other public employes?" Rom- ney asked. "Where is this thing going to end?" Gets Pledge Romney did get one pledge from both sides-that they would try to get contracts settled before the start of the next school year. "Let's get this behind us before the start of the new school year," Romney urged. "Let's get this thing back on the track. Let's make meaningful use of the pro- cedures available under the law." Romney, meanwhile, said he would attempt to get extra help for the State Labor Mediation Board so it could move more quickly to process school board and teacher disputes. Theegovernor also suggested a program of recruiting volunteer experts to help both teachers and board members in their negotiat- ing sessions. Another meeting was scheduled for June 16 in the governor's office to try to work out these points.
