General Notices Summary of Action Taken by Student Government Council at Its Meeting of February 20, 1963 Accepted: Resignation of Fred Batlle from Student Government Council. Accepted: Resignation of Ralph Kap- lan from the Committee on the Univer- sity. Adopted: Report and Procedures .of the Credentials and Rules Committee. Adopted: The following referendum regulations: 1) Any question must be written so that the requested change receives a positive vote. 2) Any question placed on the ballot by SGC must be done, at least three weeks prior to the date of the election. 3) Any question placed on the ballot by initiative procedures must be done at least two weeks prior to the date of the election. 4) Persons who are not members of the University of Michigan student body or faculty or organizations who are not recognized student or faculty organiza- tions at the University of Michigan may campaign on an issue unless they are directly involved by the outcome. 5) Any violation of these provisions shall be subject to action by the Cre- dentials and Rules Committee. Recognized: Temporary recognition was granted to the following stduent organizations: Finance Club Student Chapter of the American In- stitute of Industrial Engineers Phileutherian Society Physical Therapy Club Received: Report of the Committee on Student Concerns on a district vot- ing proposal., Adopted: The following motion con- cerning women's hours: Believing that students should have a voice in formulating the regulations governing them, Student Government Council mandates its Committee on Student Activities to conduct a survey on women's hours. Based upon this survey and that reg. ulations should be as least restrictive as possible under present political and social pressures, and should apply to all students regardless of sex, recom- mends to the proper authorities that the following; regulations be implemented: 1) That freshmen women be granted permission to visit apartments. 2) That junior women be granted apartment permission. 3) That women after their freshman year have no hours. 4) That the number of late minutes allowed per semester be extended. 5) That closing on weekends for fresh- men women be extended to 1:30 a.m. 6) That weekday closing for fresh. men women be extended to midnight. At this time implementation of these regulations might present difficult ad- ministrative, political, and social prob- lems. Student Government Council strongly encourages the women's orga- nizations on campus to study intensive- ly such problems toward the objective of realizing the passage of the regula- tions with all possible speed. We would urge that points one (1). and six (6) be implemented immediate- ly. Point five (5) should be implement- ed immediately to all women who pres- ently have hours. Adopted: The following motion con- cerning fair housing legislation: Tomorrow the Ann Arbor City Coun- cil will consider the enactment of a fair housing ordinance which would provide the legal means by which the University could guarantee to the stu- dents and faculty equality in housing as outlined 4in Regents' Bylaw 2.14. This bylaw commits the University to the policy of working for "the elimina- tion of discrimination .. . from non- University sources where students and the employes of the University are in- volved." Because Student Government Council supports' equal housing opportunities for all students and faculty and has led in the promotion of fair housing legislation for the University, SGC strongly urges President Matcher to make a public statement clearly stress- ing the Regental stand on non-discrim- ination and supporting a fair housing ordinance. A statement from President Hatcher could greatly increase the prob- ability of the University as a center for more than 1800 students, professors, medical residents, researchers and visit- ing scholars from foreign lands and minority groups. MANDATE: Student Government Council hereby mandates its, President to communicate this motion to Presi- dent Hatcher and work towards obtain- ing from him a public commitment to the substance of this motion. This motion cannot be construed as to support any public demonstration by any group on this question.
