These statements will deal with proposals already before the con- vention made by various delegates, Prof. Spencer Kimball of the law school, vice-chairman of the Ann Arbor-Washtenaw branch, said. The exact date of the presenta- tion is not definite, however, it will ACLU recently established a lo- cal chapter in the Ann Arbor area. This chapter now has 300 mem- bers, many of whom are Univer- sity faculty members. "We are devoted to the preser- vation of civil liberties through advice and litigation," Kimball said. The organization works, not as a legal aid society supplying free counsed to defendants, but at the appellate levels, when the constitutional questions of civil liberties have become distinguish- ed from other questions of law and from questions of fact. Through its 800 cooperating at- torneys, working without fee, ACLU supplies printed briefs and oral arguments on what seems to be the civil liberties points involv- ed, chiefly in what they believe to be the general interest of all. "Our organization is mainly for defense-we protect the rights of all people, even those with whom we violently disagree,'" The local chapter was organiz- ed to combat problems which arise in this geographical area. Kimball commented that although a civil liberties case is infrequent, "we must be ready when it does arise." "ACLU is an organization with a lot of national experience and is concerned to take action on questions of this kind," he said. Since the foundation of ACLU in 1920, a mounting activity in defense of civil liberties by many organizations has begun. These or- ganizations, as a whole, are much more active in regard to non-dis- crimination than due process or free speech.
