THE, MICHIGAN DAILY THURSDAY.N THE MCHIGN DALY TfTTR~-- LW$JilLi.A f s' atz, Eldersveld Cite ificiency Problem By SANDRA JOHNSON "In the Detroit area the politi- al precinct organization functions iirly inefficiently," Prof. Daniel .atz of the Survey Research Cen- r and Prof. Samuel J, Elders- ld of the political science de- arthient report in their study of ie impact of local party activity Pon the electorate. Professors Katz and Eldersveld ,ate in their analysis published i the Public Opinion Quarterly aat "the precinct leader who car- es out all his tasks is the ex- ption rather than the rule." Relative Weakness In spite of the relative weak- ess of precinct organization, the udy indicates that "it cannot be scounted as a factor making )me contribution to the total var- nce in voting behavior." "In general, organizational ac- vity at the precinct level has n even greater potential for in- uencing the electorate in Wayne ounty," the researchers point it, since few precinct leaders esently do all they can to mo- lize the vote. For example, only 71 per cent f the Detroit precinct leaders did mething in the 1956 election to t voters registered and only 67 r cent had helpers for precinct ork. '--- Small Participation However, these efforts are large )mpared to the nine per cent of te precinct workers who partici- ated in fund raising and the 16 r cent who contacted people in e precinct by phone during the impaign. Five criteria were used to eval- ate theDetroit precinct.leaders iring the 1956 election: 1) Ability to organize the local ecinct workers. 2) Extent to which a leader immunicated with the party or- inization. Influence and contact with the outside community. 4) The degree to which a leader used standard party practices. 5) Strength of motivation. Strong Leaders Using these criteria, only 14 per cent of the Republican group were found to be strong leaders as compared to 30 per cent of the Democrats. By contrast, the strength of 27 per cent of the Republican pre- cinct leaders was described as neg- ligible or weak, as compared to 17 per cent of the Democrats. Professors Katz and Eldersveld suggest that the Democratic lead- ers may have scored higher be- cause of "the greater social rein- forcement for Democratic work- ers in a community which is dom- inantly Democratic in party iden- tification.
