Adopted: Student Government Coun-
cil feels it is necessary to imploreF
and caution all Council members from,
revealing any actions or statements-
either by written or oral transmission
-which refer to Council Executive Ses-
sions unless so directed by the Coun-
cil. The Council also feels it has ex-
plcitly defined its own operating pro-
cedures insofar as to what may be re-
ported out of Executive Sessions and
expresses serious concern lest any.
Council member or members abuse their

responsibility here and hence ignore
or destroy the value of that session.
Similarly, all operating procedures of
other related bodies regarding closed
sessions' must be equally honored. NF
information should be revealed other'
than that which is specifically desig-
nated for public knowledge by that
body.
Student Government Council further-
more expresses regret that the operat-
ing procedures have, in fact, already
been violated and fears that continu-
ous disrespectto this end will. only re-
sult in rendering useless any effective
operative procedures. It is felt by the
Council that'if certain Council mem-
bers consider it their privilege to make
implicating statements to the general
donstituency, that this indeed Jeopar-

dizes the entire spirit and philosophy
pervading operating procedures, rules
and regulations.
Student Government Council is dis-
turbed over the violation of Student
Government Council Executive Session
operating procedures by Council mem-
ber John Roberts in his editorial of
October 14, 1961, in The Michigan
Daily. That violation consisted of pub-
lishing the sentence, "It died with a
shudder two weeks ago when the Coun-
cil refused to appoint Robert Ross and
Sharon Jeffrey to its vacant positions
because they were 'too controversial'."
Student. Government Council realizes,
though, that there were certain exten-
uating circumstances in this particular
instance, but in no way implies ap-
proval of this violation. (Roll Call
vote.)
Adopted: Student Government Coun-
cil mandates its President to send a
letter to the University of Michigan
athletic department expressing its con-
cern that football lineups are no long-
er handed out at football games. Stu-
dent Government Council feels that
these are of significant value, and
hopes that plans can be made to again
distribute them.
Events
Carillon Recital: Percival Price, Uni-
versity carillonneur, will present a re-
cital on Sat., Oct. 21 at 12 Noon from
Burton Memorial Tower.
Faculty Recital: Eugene Bossart and
Charles Fisher will present a Two Piano
Recital on Sun., Oct. 22, 8:30 p.m., Hill
Aud. They will present the composi-
tions of Zipoli, Mozart, Rachmaninoff,
Poulenc,. Brahms, Vittoria Rieti, and
Berlioz-Liszt. Open to the public with-
out charge.
