Research on the application of"
Mahatma Ghandi's philosophy to
problems in India today was in-
vestigated by S. Kumar De of the
Ghandi Peace PFoundation, of
Dehli, at the weekly meeting of
the Faculty Research Seminar of
the Conflict Resolution Center
yesterday.'
The Foundation, supported by
the Ghandi Memorial Fund, was
established in 1958 and is con-
ducting various projects.
Among the projects now in pro-
gress at the Foundation are the
role of women in the freedom
movement, the application of
Ghandi's techniques to criminol-
ogy, religious diversion, the eco-
nomics of decentralization and
direct action in a democracy.
'Direct Action' on Issue
De explained that direct action
is a major issue in India at the
present time. Although civil dis-
obedience was one of Ghandi's
beliefs, he noted that there had
been no protest movement by any
of the groups who followed
Ghandi.
Most of the direct action in
India has come from political par-
ties, De said. For example, when
the government now in control wasp
campaigning, they promised re-
distribution of states on the basis
of linguistics. After they took of-
fice, the matter was sent to a
committee for study and no im-
mediate action was taken.
Effective Protest
A starvation protest was con-
ducted by a prison in one of the
states and upon Ghandi's death,
violence broke out and the state
was redistributed.
Each of the political parties
sponsors their own research in-
stitute, De explained, which pub-
lishes journals and conducts pro-
jects.
Control of Institutes
The independent institutes in
the country are also subject to
political control through advisory
boards which decide if projects
may be conducted or published.
De illustrated governmental
control of a project conducted on
the claims of the democratic party
campaigning against the Com-
munists in a Communist-con-
trolled province in southern India.
This project was not approved
for publication, which would seem
to indicate that it went against
the democratic party, De said.
Land Gift Project
The reverse phenomonon, where
a social research project has in-
fluenced the government is the
land gift project conducted by the
Institute of Ghandian Studies.
This group has formed more than
500 villages from lands given to
them by private owners, establish-
ing the basis of a new society. The
government has promised not to
interfere and has donated $ mil-
lion to the project.
De noted that Indian social re-
search is oriented- toward western
social science, because India, was
formerly under a colonial govern-
ment, and little research has been
conducted by native researchers.
