Eggertsen of the education school, and Eugene Feingold and George A. Peek, of the political science de- partment. The Rules Committee approved this move with the stipulation that the Senate provision of $925 Million for scholarships for talent- ed and needy students be discard- ed. The House version provides only for grants and loans for con- struction. The Senate bill, closely follow- ing President John F. Kennedy's recommendations also would have made available $1,750 million for construction over five years. A compromise version might have to be restricted to limited grants and loans only for construction of sci- ence, mathematics and language facilities to appease senators op- posed to aiding religious affiliated colleges. Senate Version Prof. Feingold said that the Senate's version would have been preferable, because scholarships are better than loans or grants, however, the compromise is bet- ter than nothing. "Rep. Howard W. Smith (D- Va.), Rules Committee chairman, is an astute, able conservative, and this compromise seems to be the best we can get considering the political viewpoint of the com- mittee," Prof. Peek said. However, he feels scholarships should be made available so that all people with the ability to learn college material should not have to forego an education because they.lack the financial resources. "Loans are not very good, grants. are helpful, but scholarships are GEORGE PEEK . .. aid bill the best," Prof. Eggertsen de- clared. He said that, since it is hard to get money to repay loans, they are usually used for self li- quidating projects, such as dormi- tories or student activity build- ings, while the university may be in need of classroom or laboratory facilities which do not pay for themselves. Prof. Feingold feels the reason why the House is opposed to of- fering scholarships is that they don't want the federal government to interfere with the school's autonomy. They may ;also fear that students won't work as hard if they think they are getting something for nothing. However, Professors Eggertsen and Peek, in discussing their ex- periences with the National De- fense Education act and the GI Bill, both agreed the recipients of government scholarships are left to do as they please in pursuing their education when using that money. Center Gets New Grant For Study The Survey Research Center has received a $50,000 grant from the Area Redevelopment Administra- tion to study factors which pro- mote or impede worker mobility, Senators Philip A. Hart and Pa- trick McNamara (D-Mich) an- nounced in Washington Wednes- day. Describing the project, co-spon- sored by the Health, Education, and Welfare and Labor Depart- ments, the senators said the sur- vey would cover such factors and education, job training, and home ties. Prof. John Lansing of the Sur- vey Research Center, who with Prof. Eva Mueller will direct the two to three year study, explained that the survey will view the basic adjustment problems of moving workers. He said that the study will ex- amine the costs of moving, the rea- sons why some workers refuse to move and other factors involved in worker mobility. "The moving of workers is a complicated process. If the labor market adjusts instantly there would be no areas of chronic un- employment or low wages," Prof. Lansing explained. The Survey Research Center will interview people in areas specified by the Area Redevelbpment Agen- cy for "development" and in areas to which workers have recently moved as part of this study, he said.
