Vice-President William E. Stirton said Educational Services, Inc., a non-profit organization, will act as a contracting agency for the program using funds from the United States Agency for Inter- national Development. Stirton worked with representatives of the American and Indian governments, and the other universities, to formulate the program. Dean Stephen S.
