Limitation Barrier Another barrier is the limita- tion of out-of-state_ students to one-third of the freshman class. The University's student body has the largest percentage of grad- uate students, 39 per cent, accord- ing to the Record. Wayne State University is second in the state with 30 per cent, Michigan State University third with 20 per cent, and Eastern Michigan University fourth with 17. per cent. The University is the only state institution whose enrollment rises with the grade level, the Record shows. Freshmen and sophomores con- stitute 30 per cent of the student body, juniors and seniors 31 per cent and graduates 39 per cent. The corresponding percentages for WSU are 37, 35 and 30; for MSU, 49, 32, 20; for Eastern, 46, 38, 17; for Northern Michigan University, 55, 39, 6. The University's enrollment is slightly higher than that of MSU and one-fourth higher than WSU. It rose from 23,000 in 1957 to 25,500 in 1961. During these four years the size of the faculty did not change much. It was 1,783 in 1957 and was 1769 in 1961. Rising Ratio Hence, another problem: the teacher-student ratio is rising. The Record also reveals that the University grants one-fourth of the bachelor's degrees awarded by all Michigan public institutions, one-half of the master's degrees, seven-twelfths of the doctorates, and two-thirds of the professional degrees. It awards more graduate and graduate-professional degrees than do all the other colleges and uni- versities inw Michigan combined. This is a reaffirmation of the vision of the founders of the state's educational system that the University be the "capstone" of the system, the Record finds.
