'{ By SANDRA SANDELL The Board of Regents of the University of New Mexico early this week passed two resolutions which support the disclaimer af- fidavit which must be signed by all students who apply for loans under the National Defense Edu- cation Act. The resolutions were passed aft- er Prof. Frank D. Reeve, who teaches constitutional history, clarified his views on the disclaim- er affidavit for the board. On the weekend before the re- gents' meeting, the Albuquerque press had announced that Reeve would present two resolutions con- cerning the affidavit to the Fac- ulty Senate. The first resolution which Reeve Study Group Endorses Plan- En College Aid New York Gov. Nelson Rocke- feller's controversial scholar in- centive program has been tenta- tively vindicated by a survey of college officials in his state. The program, providing finan- cial assistance for any state stu- dent enrolled in a full-time pro- gram at any institution within New York state, has been criti- cized as a'handout system to state Institutions and a device to avoid constitutional restrictions on allo- cations to religious institutions. The major change, that colleges had just raised their tuitions the $200 given to students by the pro- gram, was invalidated by the sur- vey report, which states that "there is no apparent pattern of tuition increases based on the ad- ditional funds provided through the incentive program." drew up was a petition to Congress asking for the repeal of the pro- vision of the act which requires' the affidavit. The second asks the regents; to withdraw the universi- ty from the NDEA program until the controversial affidavit is re-. moved. The resolutions. which the re- gents passed oppose Reeve's views. One supports the act and the af- fidavit and says that these views should be conveyed to Congress. The other directs the university president to continue to adminis- ter the NDEA program at New Mexico. The disclaimer affidavit re- quires a student to swear that he does not believe in, belong to, or support any organization that be- lieves in or teaches the violent overthrow of the United States government. Prof. Reeve believes that the af- fidavit violates the First Amend- ment by requiring an expression of belief.
