chart the orderly development of
Michigan higher educaion at the

danger of unduly restricting the
state's excellent institutions.
The nation is watching to see
what course of action Michigan
takes. Just as the state pioneered
in the development of its educa-
tional system, so can it now lead
the way in devising a farsighted,
enlightened method for coordinat-
ing that system.
There is much at stake. We have
nothing to lose if we continue to
strengthen our colleges and uni-
versities, for education is one of
the most fruitful investments a
state can make. But we have
everything to lose if we over-
control higher education, thereby
stifling the institutions which
have served Michigan so well for
so many generations.
