In turn, the extensive apartment building and multiple family hous- ing unit construction, are the fun- danental causes for concern among city council and planners. City planners and council mem- bers are trying to approach some sort of zoning philosophy for the outskirts of town to accommodate the demand for multiple family dwel'irg units. Incompatibility City Planning Director Robert M. Leary said that the problem conceai5 an "area of incompati- bility." Thisyproblem arises in the out- lying districts when there is a pro- posal for a zone change for mul- tiple family dwelling in a predom- inantly single-family district. This problem does not have any direct effect on the University's central campus area which is al- ready zoned for multiple family use. However, the problems which do confront the University student population can be listed in two categories: 1) The availability of centrally- located housing, for all students,. disregarding their race, color or religion which often influences a landlord's decision as to whether or not he will rent to a particular person, and; 2) The availability of housing for graduate and married students who have families and cannot af- ford higher rents of near-campus housing. City Action city officials are doing their best to cope with the problem. As a result. city council, about two months ago called a moratorium on zoning requests put before it by investors seeking to profit from the current demand for multiple family housing and apartments. Pressures arise from various sectors of the urban community. Residents protesting multiple family zoning are applying pres- sure by presenting a "sea of faces" at council meetings. Council ul1 t i m ately decides whether it will grant a petition to builders requesting permits for multiple family housing. However, its decisions are not based on its constituency's protest or pressure from building concerns alone. City Plan Rather, council must consider reports and findings of the plan- ning commission, which attempts to lay out a city plan containing a, satisfying pattern. In the planning commission's snnual report for last year it re- ported that nearly all of its time was used in dealing with multiple family zoning. Leary said that the commission, in making such zoning decisions, does not control "the technique of ownership." That is, it makes no difference to the commission who the petitioners are or what kind of ownership set-up it is operating under. Council wants to satisfy the in- terested parties as well as appear consistent with its own planning commission in considering mul- tiple-family zoning. Kelly Newton, a member of the Ann Arbor Board of Realtors, ex- plained after council announced the moratorium how a realtor views the problem.- Newton, who is also chairman of the board's public affairs com- mittee, said there is a definite de- mand for multiplefamily housing units in Ann Arbor. Stringency He added that although realtors do not have many dealings with land sales for multiple family dwellings, "stringency on granting petitions to these firms has a det- rimental eftect on the economy of the city. "Construction projects and the attraction of new residents con- tributes handsomely to the city's economy," he noted. Since Newton makes contact with multiple family dwelling in- vestors, he is able to recognize some of the problems they face "There is a substantial -amcunt of risk involved for the investor here.
