Chiari has asked for a complete re- vision of Canal Zone treaties with the United States. ent Flag Raising Rites Wild Demonstrations Yv.i II I An American high school flag raising incident in the Canal Zone sparked years-old resentments and has led to rioting, deaths, Pan- ama's breaking diplomatic rela- tions with the United States and its renunciation of Canal Zone treaties. The students violated an order of Canal Zone Gov. Robert J. Flemming and raised the Ameri- can flag in front of their Balboa high school. The governor had ordered no flags flown in the zone. A 1959 agreement, extended by the late President John F. Ken- nedy, called for American and Panamanian flags to be flown 16 places in the zone to indicate Panama's titular soveignty of the zone. The governor had ordered no flags flown to quiet American criticism of "appeasement." The flag raising reflected this protest. Charge Border Last Thursday, after the inci- dent involving Panamian students who invaded the zone to protest the illegal flag raising, hundreds of Panamanians charged the zone borders. Army troops opened fire after they reported snipers hit four of their men. In the two days of rioting that followed at least 24 persons, three of them Americans, were killed, hundreds injured and millions of dollars of property destroyed. President Roberto Chiari of Panama angrily broke diplomatic relations with the United States, unilaterally denounced the trea- ties which lease the 10-mile wide zone to the United States in per- petuity for $1.9 million a year, and charged the United States >with "aggression" before an emer- gency Saturday-night session of the United Nations Security Coun- cil.
