A SOVIET PROPOSAL for opening a Soviet consulate in San Francisco in exchange for an American consulate in Leningrad was accepted by the United States, American officials said yester- day. A note accepting the plan was sent to Moscow last Friday, the sources said. The Soviet Union made its proposal about a year ago but the Russian invasion of Czechoslovakia in Aug., 1968, delayed the U.S. answer. Ambassador Anatoly Dobrynin, the Soviet envoy, renewed his government's suggestion shortly after the inauguration of President Nixon. He was told then that the Soviet Union might expect an answer around mid-summer. OPPONENTS OF THE SAFEGUARD ANTIBALLISTIC MISSILE brought their substitute plan before the Senate yester- day, claiming they have 48 votes-or three short of a majority in the 100-member body. Sens. John Cooper (R-Ky) and Philip Hart (D-Mich), leaders of the bi-partisan opposition, cailed up their amendment to block ABM deployment but said they will not decide for several days when to seek a vote. Cooper said, "the central purpose of the amendment is to prohibit in the coming year a premature commitment ,to deployment." Hart and Cooper insisted in Senate speeches their amendment, limiting the ABM to research, would not delay later deployment of the Safeguard system, which is scheduled to take place by 1974. However, Sen. John Tower (R-Tex) said it would delay deploy- ment at least two years. In addition, Tower said it would force dis- missal of some 5,000 technical civilian employes hired by contractors and subcontractors to work on the ABM system.
