A spokesman said Rocky Flats, Col., one of eight interdependent AEC facilities in the weapons production complex, will be idled as far as production goes for the rest of 1969. Plutonium is used in most nuclear warheads 'to trigger the atomic blast. Rocky Flats is the only plutonium processing plant in the AEC's warhead assembly line. Despite the shutdown. AEC and Pentagon officials insisted the AEC will meet defense warhead deliveries as requested before the fire * * * BRITAIN yesterday severed final ties with Rhodesia. Queen Elizabeth accepted the resignation of Sir Humphrey Gibbs, the colony's governor-general and her personal representative, fol- lowing Friday's referendum ballot in which Rhodesia's white minority overwhelmingly endorsed an apartleid constitution and voted to become a republic. Foreign Secretary Michael Stewart told the House of Commons he has asked the residual diplomatic mission of the Rhodesian regime to leave London in three weeks. The severence was the culmination of 43 months of bickering and negotiation in search of .a compromise solution to Rhodesian Prime Minister Ian Smith's unilateral declaration of independence in Nov., 1965. * * * HOUSE LEADERS, facing predictions of defeat for the surtax extension, yesterday postponed a vote on the measure until July. The postponement gives time for more work on wavering House members and possibly for revision of the bill to shorten the time of the extension, include more tax reforms, or both. Backers of the bill said they had a firm commitment from the Nixon administration to support substantial tax reforms this year. Nixon asked that the 10 per cent surtax be continued until Jan. 1, 1970 and that a five per cent surcharge be maintained for six months thereafter. Chairman Carl Perkins (D-KY) who has been trying for three weeks to get agreement on the bill, said he would make a final effort to get the measure approved so that it can be sent to the House floor for a vote. The bill now before the committee would require colleges to file a certification with the U.S. Office of Education that rules governing campus behavior have been or are being prepared. Failure to do so would result in withdrawal of federal funds.
