Prof. Maurice Sinnott of the engineering school objected to the entire student judicial procedure as it is constructed by the bylawI draf t. He objected to section 7.08 which states that any group of students may set up a government and pass' regulations concerning the con- duct of its constituents and estab- lish judicial bodies with the pro- vision that the government's con- stitution provides for "initiative, referendum, and recall, by those governed, and for uniform appor- tionment of its legislative body." Sinnot specifically referred to Engineering Council whose mem- bers are not all elected and which, according to the bylaw draft, is therefore not legitimate. Sinnott objected to the judicial procedure because it provides that any student can appeal the de- cision of a lower judicial body to Central Student Judiciary. "In the engineering school we do not want CSJ included in the route of appeal because we dpn't have enough confidence in it," he said. Sinnott maintained that the engineering students agreed with him. If both Assembly and SGC for- mally reject the bylaw draft, a new joint committee of the two bodies will be formed to reconcile the differences. In any case the committee would have to submit a bylaw draft to President Flem- ing by Sept. 1. THE HOUSE WAYS AND MEANS COMMITTEE is feeling internal pressure to extend the income t a x surcharge for six months instead of one year as proposed by President Nixon. Nixon's plan called for a 10 per cent extension to Dec. 31, and then a five per cent extension to June 30, 1970. Rep. John Byrnes (R-Wis.), the senior Republican member of the committee, said that he and his colleagues were standing firm in support of the President's proposal. He also accused the Democrat dominated committee of "avoiding the issue." The proposal comes up before the committee for a vote tonight, and although the Democrats hold a 15 to 10 majority, no one was willing to predict the outcome. * * * NEW YORK'S MAYOR John V. Lindsay yesterday staged a last-minute campaign to block a challenge from conservative State Senator John J. Marchi in today's GOP primary. The outcome of a five-man Democratic primary is also unpre- dictable. Puerto Rico born Borough President Herman Badillo of the Bronx claims to be closing in on former Mayor Robert Wagner and City Comptroller Mario A. Procaccino. Millionaire Rep. James H. Scheuer and author Norman Mailer complete the group of Democrats. There are 2,130,000 Democrats and 628,000 Republicans eligible to vote in the primaries. A turnout of only 30 per cent would be normal. Lindsay and Marchi will be on the November ballot regardless of who wins the GOP primary. Lindsay has the Liberal party nom- ination and Marchi is the Conservative candidate. * * * FRENCH PRESIDENT-ELECT George Pompidou met with some of the men who will probably be in his cabinet yesterday. Their discussion centered on France's financial problems and the selection of a prime minister. In order to preserve the value of the franc and to hold down in- flation, it is expected that Pompidou will have to enact some unpop- ular austerity measures. Financial sources said that Pompidou could be forced to try to restrain domestic consumption with new controls. Although during the campaign Pompidou pledged not to devalue the franc, these same sources speculate that he may be forced to do so before the meeting of the International Monetary fund in September. A 500-MAN VIET CONG FORCE suffered heavy losses yes- terday while storming a Thai army base, the U.S. command re- ported.
