Panel Urges 'Realism'
In Aiding Poor Nations

was made to lend aid or to travel
to a controversial area, the in-
dividual or group in question would
be labeled "subversive." They cited
the recent newspaper article say-
ing that the State Department
recommended that students not
sign up for Christmas tours to
Cuba because they are "Commu-
nist backed,"
Prof. Service advised, "You
can't do anything political with-
out being labeled. If you're afraid,
disband."
It is also known that the State
Department needs superior per-
sonnel, Prof. Service said. People
are not too inclined to work for
the government, and many "stu-
pidities are perpetrated by incom-
petent people" in positions of
authority.
