()--Teamster Uniona President James R. Hoffa, who became involved in a Florida' real estate development, was in- dicted yesterday on mail fraud charges involving alleged misuse of union funds. The charges were contained in an indictment returned in United States District Court and stem from the union president's con- nection with a company formed to develop a 2,400-acre tract in Bre- vard County on Florida's East coast. Only six hopses had been built on the project before it became involved in law suits and subse- quently was sold to a Titusville banker and land developer. A federal grand jury began looking into Hoffa's connection with the project 11 months ago. It recessed after about two months and did not resume its investiga- tion until October. The indictment was announced in Washington by Atty. Gen. Wil- liam P. Rogers about an hour be- fore a copy of the charges was made available to newsmen in Or- lando. In addition to Hoffa, the in- dictment names Henry Lower, former officer of a Detroit Team- sters local, and Robert E. McCar- thy, Jr., one-time branch man- ager of a Detroit bank. Rogers said the indictment ac- cuses the three men of using more than half a million dollars of Teamster funds on the project, conceived as a retirement haven for union members. Stevenson Conference Announced Representative Plans Help For Indians By the Associated Press NEW YORK -- President-elect John F. Kennedy yesterday an- nounced the appointment of Rep. Stewart L. Udall (D-Ariz) as his new Secretary of the Interior. Kennedy then released a meet- ing-packed schedule for today in Washington, highlighted by a conference with Adlai E. Steven- son. Udall's appointment was Ken- nedy's third cabinet selection. He has seven more to go before com- pleting the cabinet that will serve under him after he takes office. The President-elect set aside two hours to talk with Stevenson, mentioned prominently at one point for the State Department and more recently for leader of the American delegation at the United Nations. Kennedy told a news confer- ence that he is taking time in making his appointments to exer- cise "the best judgment I can" for such positions as Secretaries of State, Defense and Treasury be- cause he hopes to get the best possible people and assurances they will remain in his adminis- tration for four years. "This is a great day for me," Udall said. He said the cabinet ap- pointment poses a great challenge for the only citizen of Arizona ever given a cabinet post. He said, too, that "we haven't done enough for our Indian citi- zens . .. We can and intend to do a better job."
