THE MICHIGAN DAILY N STUDENT OPINION: SGC SetsDebate Regulation By RUTH EVENHUIS The Student Government Coun- cil heard a report from the Driv- ing Code Revision Committee andj passed a motion governing Coun- cil consideration of motions ex- pressing student opinion or chang- ing University regulations at its last meeting. The motion, propsed by Arthur Rosenbaum, '62,provided that the Council consider all motion int these areas in a committee of the whole and that final consideration be withheld until a week after in- itial consideration. Careful Consideration Rosenbaum said that the seven day period would give Council members an opportunity for more careful consideration of the ques- tion, and students an opportunity to express their opinions. He said HUGGINS s-mt-re-t-c-h BRIEFS that consideration in a committee of the whole would be more ex- pedient. Daily Editor Thomas Hayden, '61, opposed the motion as bind- ing the Council and adding to its rigidity. He said that the Coun- cil should have the right to deter- mine, issue by issue, the form in which to consider it, and called for an attitude rather than a regula- tion of expediency. Ronald Bassey, '61 BAd., pointed out that some issues call for im- mediate action and might be stale after a week. He added that some difficulty will be incurred in deter- mining whether a motion can be considered to involve student opinion. Driving Revision Bassey in a report as chair- man of the Driving Code Revision Committee announced that a minor may now drive a car out of Ann Arbor without using up one of his three social permits, although he must still obtain special permission to drive in Ann Arbor for that portion of his trip. Bassey said that this will make week-end trips home possible..
