Probe High Altitudes "The idea of the University's Rambler project was an inexpen- sive, high altitude probe for pure- ly scientific reasons with a light satellite." Prof. Morrison said that this type of probe should be done more often in the United States, but commented that such a simple probe "is against the American crash program." A result of this crash program policy, Prof. Morrison claimed, has been such wasteful projects as the $9 million Atlas Able failure which was "seeking data which could have been obtained by a less extravagant instrument." Perhaps one reason for Russia's lead over America in the space race is "the American lack of courage in trying new ideas in a motor system," Prof. Morrison said.
