Saturday CLEVELAND, Ohio ("W-Billie Jean Moffitt of Long Beach, Calif., won a singles tennis victory over her British opponent yesterday and clinched the Wightman Cup for the United States for the fifth straight year. The U.S. led 4-2 with a doubles match still to go. It was the 31st time the U.S. has captured the silver cup, em- blem of supremacy in women's tennis. Britain has won only six times since the series began in 1923. Its last triumph on U.S. soil was in 1925. Chance Blanks Cleveland, 9-0 CLEVELAND ()-Dean Chance fired a two-hitter as the Los Angeles whipped the Cleveland Indians 9-0 last night.
