General intent of the two-day session starting Saturday is to revamp the complex-organization- al structure which marshals American athletes for the world games. However, the battle between the AAU and NCAA over sanctioning amateur competition couild keep the Olympic committee president, Kenneth (Tug) Wilson, hopping in a referee's role. U.S. Majority The major item of the agenda is a proposal by one of the USOC's 174 aiding organizations, the Na- tional Association os Amateur Oarsemen. It would give inter- nationally-recognized U.S. govern- ing groups majority membership on each of the various games com- mittees handling some 20 Olympic sports. AAU, NCAA-Balances On the games track committee, the AAU and NCAA have nine members each and the armed forces four. In basketball, it's eight each for the AAU and NCAA and four for the armed forces. In gymnastics, the breakdown is 6- 6-1. A majority vote of about 240 expected delegates is needed to approve the proposal, already ac- cepted by the USOC board of di- rectors 27-11 last month. Approval would further split battle lines already bristlingover the NCAA's boycott of the Nation- al AAU track meet at San Diego, Calif., June 25-26. There is some talk of a possible walkout by the NCAA. Reject Feeler The AAU-NCAA standoff was rekindled Friday when the two top AAU officials, President Cliff Buck of Denver and Executive Director Don Hull, rejected a peace feeler from NCAA President Everett D. Barnes on the track meet hassle. Barnes said a ban on under- graduate collegians would be lift- ed if the AAU granted "permis- sion for NCAA certification and USTFF (U.S. Track and Field Federation) sanction" of the meet. Buck and Hull retorted, in ef- fect, that's just where the NCAA came into the whole squabble long ago. Sanction "If the NCAA can have the right to share sanction with an organization (AAU) which has sole recognition by the Interna- tional Amateur Athletic Federa- tion, so could each of the four military services, the NAIA, the YMCA and the high schools," Hull said. "It is completely impractical and contrary to our existing rule which does not permit multiple or dual sanctioning." Buck said any public criticism for not allowing top collegians to compete in the AAU track meet, necessary to win berths on the U.S. team which meets Russia at Kiev July 30-31, must be borne by the NCAA. "It was the NCAA, in convention action last January, which passed this rule which keep undergrad- uates out of AAU meets lacking co-sanction by the NCAA," said Buck.
