The vote was 6-3, with Boston and Philadelphia voting with the Pistons. Zollner has asked for a special rule similar to that under which Philadelphia was given No. 1 rights to Wilt Chamberlain and Cincinnati first claim on Jerry Lucas, who played at Ohio State. Got Buntin The Pistons claimed center Bill Buntin, Russell's teammate, as their territorial choice this year. But the NBA rule giving mem- bers first claim on college stars in their respective territories has been repealed. Zollner also had asked that the territorial choice rule be extend- ed but was turned down. Russell has a year of eligibil- ity remaining. In other action at the meeting, player representatives asked for a mandatory life and health insur- ance program. Spokesmen for the players said Los Angeles and St. Louis have such plans and they want a sim- ilar program on all nine clubs. Trainer The club owners also were ask- ed that each team be required to have a full-time trainer. An in- crease in players' daily road al- lowance for food from $8 to $10 also was asked. The players told the owners at their annual meeting that some type of action should be taken on the three points before Sept. 15. In addition, the players asked the board to reaffirm some al- ready agreed-upon issues, some of which the players contend are be- ing abused. .Fail To Act Ont Growbu~th MONTREAL (P) - National Hockey League directors closed a four-day meeting yesterday with- out taking concrete action on pro- posed expansion. A second meeting was scheduled for New York June 24-25 to study the matter. New clubs are un- likely to be added before 1966-67. Ralston was joined by Clark Graebner of Beachwood, Ohio, who upset the second-seeded Rafael Osuna of Mexico, and Donald Dell of Bethesda, Md. The victory, coupled with Phil- )delphia's 4-0 conquest of the first place Los Angeles Dodgers, put the fifth-place Pirates 51/2 games off the lead and onily three games back of the second-place Milwau- kee Braves. They are 2/2 behind Cincinnati and San Francisco, virtually tied for third. Consecutive ,homers by Richie Allen and Dick Stuart in the sixth inning paced the Phils over the Dodgers as Ray Herbert chalked up his first shutout in the NL.
