"It's possible Rozelle has gotten wind of the possibility of the AFL expanding and is throwing up a smoke screen to head us off," said Jack Steadman, general manager of the Kansas City Chiefs.I "He hasn't said anything in the- last year and a half that indi-2 cated the NFL was considering expansion.
